Every now and then artists / bands / labels publish music on creative commons license or on "name your price" basis meaning this is legal and offered for free or as "pay as much as you want to donate us".  Such offers may be only temporal, some not. 

To spare your time I'll be hunting down the most interesting ones from my point of view and put them here for you.
